Types Of Tender

Types Of Tender

Posted on March 22, 2023 by mustafasakib

A tender is a written document that describes the project’s details and the work that will be involved. It is made public in order to solicit bids from qualified contractors and suppliers. There are several types of tender. Clients may also send direct tender invitations to contractors and suppliers who are qualified and eager to participate in the project.

A tender document is essential in the tendering process because it contains the buyer’s criteria for selecting appropriate contractors and suppliers. When selecting contractors and suppliers for a project, a client must consider both price and quality.

What Exactly Is The Tender Process?

A tender process occurs when a client solicits bids from qualified and interested contractors to complete specific construction work packages. An invitation to tender is the first step in a tender process.

Tenders are typically advertised in local media to provide all interested contractors with an equal opportunity to submit bids, clearly indicating the materials to be used and the estimated cost of the project.

Contractors must submit bids by the client’s deadline. The client then assesses all proposals using criteria such as quality and price. The tender process is completed once the winning contractors and suppliers have been determined following a public evaluation process.

Importance Of The Tender Process

The tender process is critical in construction for the following reasons:

Bias is avoided by evaluating bids in a tender process based on predetermined criteria such as quality and price, giving all interested parties a fair chance of selection.

Value for money: The client can select contractors and suppliers who will provide the highest quality work at the lowest cost.

Tendering encourages potential contractors and suppliers to be more efficient and deliver the highest quality of work while reducing operational costs and inefficiencies. This contributes to the creation of a competitive market because all potential contractors and suppliers strive to be more creative and innovative.

Types Of Tender

Open Tender

What exactly is an open tender? Let us clarify the terms and conditions for potential contractors. One of the stated conditions is a deposit that is returned upon successful completion of the tender, so simply indicate the price without considering your future profits. However, it can be argued that this method wastes contractors’ resources because many people waste time preparing tenders.

When a client chooses a lower price, there are a number of risks associated with not receiving the required quality and successfully implementing the project conditions. It happens because the bidders misread the documentation. Although the customer can check the participants’ experience and proper conditions and, if necessary, reject the tender.

Benefits:

  • All interested contractors are welcome to apply, making it easier for new players to enter the market.
  • The client gets the best deal possible.
  • Contractors are chosen without bias or favoritism.
  • Open tendering encourages competition among potential contractors while removing the client’s obligation to accept bids.
  • It is appropriate for the construction industry.

Restrictive Tender

The restricted (or selective) tender process is very similar; however, the process is more limited in that only a limited number of suppliers are invited to tender, rather than being open to all. This is usually presented as a two-stage submission, consisting of a selection questionnaire (SQ) and an invitation to tender (ITT). The selection questionnaire stage’s goal is to reduce the number of bidders who advance to the ITT stage based on mandatory requirements, experience, and financial thresholds. The selection questionnaire will primarily focus on what you have done, while those invited to the ITT stage will be required to explain what they will do to deliver the contract.

Benefits:

  • It encourages the efficient use of contractors’ resources.
  • Tendering costs are reduced because the client invites fewer contractors to submit bids.
  • It saves time because the tender process is shortened.
  • Because only qualified contractors are considered, the client can choose the lowest offer.
  • The tendering process is less difficult to manage.
  • Tender documentation is reduced because only a short list of contractors is invited.

Negotiated Tender

The customer receives contract proposals from bidders and invites the contractor of his/her choice to provide the project price. This is usually true for professional work, regardless of whether specific equipment is required as an extension of existing work or as additional work following a previous contract. When deadlines are tight or urgent work is required, all of the offers specified in the construction contract are used.

An agreed proposal is likely to be satisfactory because it is usually based on previous joint work of the employer and the contractor. When a construction company is invited to bid, it submits a price. If any disagreements arise between the parties to the agreement, they discuss them and usually resolve them without difficulty.

Pricing errors can be reduced in this manner so that both engineers and contractors advising the employer are confident that the work will be completed on time and within budget if no unforeseen problems arise. As a result, the last tendering method mentioned above is the most risk-free and beneficial to both contract parties.

Benefits:

  • In the construction industry, negotiated tendering reduces the risk of failure.
  • The tendering process is significantly shortened because the best contractor can be chosen much faster.
  • The contractor is brought in early in the project and can contribute expertise to the design.

It is the most appropriate tendering method in certain circumstances, such as during an emergency.

Summary

Proper tendering, at its core, assists all parties in reaching the best contractual terms that benefit all parties. Tendering is important in construction because it aids in the selection of contractors and suppliers for a project.

Depending on the nature of the project and the expertise required, clients or employers can select open tendering, selective tendering, or negotiated tendering methods. Proper tendering fosters good client relationships and improves project quality.
